Catalan LoverandSlavi Pantaleev 3d40026f93 Update c10y default room version to match specification. 
The official project rooms are on v12 and support has been stable enough for quite some releases now. Its also just plain old bad security practice to run v11 outside of closed federations.

The upstream docs are simply out of date on this one.

Slavi Pantaleev 94a0a6c6ec fix(mas): keep Synapse stopped after syn2mas migration 
Avoid reopening a transition window where Synapse can accept new registrations or other auth changes
after syn2mas completes but before the MAS cutover is finalized.

Slavi Pantaleev 5879959151 Revert livekit_server to v1.9.12-1 
This backs out the LiveKit v1.10.0 role bump while we investigate MatrixRTC call failures reported in #5076.
The symptoms appear consistent with livekit/livekit#4384, and the upstream fix in livekit/livekit#4389 has not reached a release yet.
